DLC, or not. Fallout 3 is a massive, compleate game. One where you can play for 100 hours and still not see everything in the game. Compared to other full price games, it's more then worth the money. They sure as hell didn't rip anybody off.
Prehaps it's a case of folk who enjoy shooters not seeing long term value in anything that doesn't include deathmatch, but Fallout has more content then Killzone 2, Gears 2 and Call of Duty 5 all put togeather - and more importantly, more of the kind of content I value.
I haven't played the game, or owned it (don't plan to) but wasn't there a low skill and level cap in the retail version? And somebody said that the stories in the expansions make the game non-canon (as the ending's meaning changes).

Just speaking what I heard

No, the other way round - the xp was given quite quickly, so you max out at the top fairly quickly. The levels themselves were fine. The expansions don't mess with the skill levels, it's not like the PS3 version is gimped.

Even the XP was fine if you curse through the main story, it's only when you make a point of exploring many of the side-quests that you max out. Nor does hitting that cap stop you from enjoying the rest of the game.

Okay, that's just dumb. There are different endings depending on what you do, so there is no 'canon' ending.

Play it...... Oblivion and Fallout 3 are about the only games I've ever played for more than 100ish hours (around 130-150 total in Fallout 3 by now)
